Most people in health and safety know the hierarchy of controls. Fewer people in operations or finance roles know it, and fewer still use it as what it actually is: one of the clearest frameworks available for making cost-effective safety decisions.

That is a missed opportunity. Not because the hierarchy is an elegant theory, but because understanding where PPE sits within it — and why — directly affects how much you spend on safety equipment, and how effective that spend actually is.

A Plain-Language Explanation

The hierarchy of controls is a framework for managing workplace risk. It prioritises approaches in order of effectiveness:

  • Elimination: remove the hazard entirely
  • Substitution: replace the hazard with something less dangerous
  • Engineering controls: isolate people from the hazard through physical means
  • Administrative controls: change the way people work to reduce exposure
  • PPE: protect the individual from the hazard

PPE sits at the bottom. That is not a comment on its importance. It is a statement about its role: PPE is the last line of defence, not the first response.

Why That Matters for Budget

Businesses that reach for PPE as their primary risk management tool are often spending more than they need to while accepting more residual risk than they realise.

Here is the commercial logic. If a hazard can be reduced or removed higher up the hierarchy, the PPE required to manage the remaining risk is lower specification and lower cost. More importantly, it is more effective — because it is protecting against a smaller, better-defined residual risk rather than serving as the primary barrier against a hazard that has not been adequately addressed.

Conversely, using high-specification PPE as a substitute for addressing the underlying hazard is an expensive way to maintain a risk that could have been reduced.

How the Hierarchy Shapes Smarter Procurement Decisions

The practical application is more straightforward than it might sound.

Safety knives versus cut-resistant gloves. Substituting a manual cutting process with a better-specified safety knife — one that requires less force, cuts more cleanly, and has effective blade guarding — reduces hand injury risk more effectively than simply issuing higher-grade gloves to compensate for a tool that is not right for the task. Both have a role. But the order matters.

Flooring and footwear. Anti-slip footwear works better when the surface it is designed for has also been addressed. Improving drainage, maintaining flooring, and using appropriate matting in wet areas reduces slip risk at a higher level of the hierarchy. The right footwear then manages the residual risk rather than carrying the full load.

Racking, layout, and manual handling PPE. Warehouse layout changes that reduce the distance and frequency of manual handling operations reduce the cumulative strain on workers more effectively than back supports alone. Both may be appropriate. But the engineering and administrative changes should come first, with PPE specified against what remains.

In each case, the point is not that PPE is unnecessary. It is that it works best, and costs least relative to its effect, when it is doing the job it is designed to do rather than compensating for an upstream problem.

The Strategic Supplier Angle

Most PPE suppliers are product-focused. They sell to specification, quote on volume, and move on. That is a straightforward transaction.

A supplier who understands the hierarchy of controls approaches the conversation differently. Rather than starting with which glove or which boot, they start with what the actual risk is, where it sits in the hierarchy, and what has already been done at higher levels to address it.

That conversation tends to result in better specification, less over-purchasing of high-specification PPE for tasks that do not require it, and more effective protection where it is genuinely needed.

The Practical Starting Point

You do not need to restructure your entire safety programme to apply this thinking. Start with your highest-cost PPE categories and ask a straightforward question: is this equipment managing a residual risk, or is it compensating for a hazard that has not been adequately addressed higher up the hierarchy?

The answer will tell you whether your safety spend is well-positioned — or whether there are more cost-effective ways to achieve the same or better outcomes.
